The ScrollEventHorizontalTextScrollUnitsBuilder class constructs instances of the HorizontalTextScrollUnits class and offers a fluent interface for creating and configuring it.

This class includes a static create method that accepts the same arguments as the original HorizontalTextScrollUnits constructor and returns an instance of the ScrollEventHorizontalTextScrollUnitsBuilder.
